Target group: Gifted students who show outstanding performance both in their studies and in their academic life.
Scholarship amount: 40,000 HUF/month, duration of the scholarship: 10 months.
Application deadline: July 12th, 2026

As the authority designated by Act CCIV of 2011 on higher education [Nftv.] Section 64. Paragraph (5), in accordance with Government Decree No. 51/2007. (signed III.26.) on the benefits given to and certain fees paid by students in higher education, Section 24, the Minister for Education

grants the National Higher Education Scholarship

for the academic year of 2026/2027

Applications for the National Higher Education Scholarship can be submitted by those students of the Faculty who hold state scholarships (are state-funded) or are self-financing (in paid courses) in full-time (daytime) courses, who have registered for at least two semesters during their current or former studies, and received at least 55 credits.

Students may receive the National Higher Education Scholarship to maintain the high quality of their academic and professional achievements if they

  • have a rolling, credit-weighted grade average of at least 4.25 for the entire duration of their studies (using the calculations according to the Organizational and Operational Regulations’ Remuneration and Benefits Policy adopted by the Semmelweis University Senate’s Decree 46/2021 (V.27)), as well as
  • performing outstanding work as a student researcher or in professional work, and
  • completing all mandatory courses taken until the last closed semester prior to the application.

Based on the criteria above, the number of students who may receive the National Higher Education Scholarship on the Faculty is equal to 0.8% of all students taking part in state-funded, full-time (daytime), undivided programs according to the statistical data reported on 15th October, 2025.

The National Higher Education Scholarship may be granted for the duration of a full academic year, or 10 months. Its value is HUF 40 000/person/month in accordance with Nftv. Section 114/D. Paragraph (1) Subsection c).

Applicants for national higher education scholarships are ranked according to the criteria set out in the scoring system attached hereto, by a committee established pursuant to Section 16/F of the Organizational and Operational Regulations’ Remuneration and Benefits Policy. The final ranking is determined by the dean after reviewing the applicants’ observations, and the ranking is sent to the applicants via the NEPTUN system, in compliance with data protection rules.

Based on the faculty rankings, the final university recommendation for recognition is approved by the National Higher Education Scholarship Committee (chaired by the Vice Rector for Educational Affairs, with members consisting of the deans of the faculties or the vice-deans appointed by them, and the director of THI serves as secretary of the committee), during which it may not deviate from the faculty rankings and must comprehensively evaluate students’ performance according to the following criteria (documents verifying these activities must also be uploaded to the NEPTUN system when submitting the application):

  1. the applicant’s achievements and excellence in the field of science or the arts,
  2. the applicant’s excellence in the field of innovation, particularly holding intellectual property rights, and
  3. (if the applicant also conducts research) the excellence of the applicant’s research activities,
  4. the applicant’s academic performance and achievements,
  5. the applicant’s involvement in community activities,
  6. the applicant’s participation in sports and volunteering activities,
  7. the applicant’s activities and excellence in other fields.

Submitting the application:

The application is to be submitted through the NEPTUN system (Administration-Requests) by

  •  filling out the form in NEPTUN, and
  •  uploading all necessary attachments.

In accordance with Act CCIV of 2011 on higher education [Nftv.], Section 64. Paragraph (5), as well as Government Decree No. 51/2007. The National Higher Education Scholarship may be granted for the duration of a full academic year, or 10 months, with its value being HUF 40 000/person/month in accordance with Nftv. Section 114/D. Paragraph (1) Subsection c).

The National Higher Education Scholarship may be given to those who submit an application. The rules of the submission and judgment of applications are governed by the Organizational and Operational Regulations, Part III.4. Section 16., Sections 16/A.-16.E., and Section 16/J.

Applications for the National Higher Education Scholarship can be submitted by those students of the Faculty who hold state scholarships (are state-funded) or are self-financing (in paid courses) who

a.) have registered for at least two semesters during their current or former studies,

and

b.) received at least 55 credits.

SUBMISSION OF APPLICATIONS is done via NEPTUN,

The application consists of the application form and its appendices. The full application is to be submitted electronically, through the NEPTUN system (Administration-Requests). 

The application form should include the applicant’s e-mail address and contact phone number. 

After the deadline for the submission of applications, it is not possible to make any corrections, the ranking decision will be made by the Faculty on the basis of the documents submitted by the deadline. Applications submitted after the deadline will not be taken into consideration.

The application must include the documents certifying the work specified by the Organizational and Operational Regulations, Part III.4., Appendix 6.4.

Submitted applications will be checked for compliance with the requirements of the Call for Applications by HÖK’s Evaluation Support Team on the basis of official records, then commented on and prepared for decision by 15th July, 2026.

The aspects of the applications’ ranking (preliminary assessment) are contained in the Organizational and Operational Regulations, Part III.4., Appendix 6.4.

The Dean’s Office, in cooperation with the Faculty HÖK, will rank the applications based on the evaluation by 16th July, 2026.

The applicants will be notified of the result of the assessment and the possibility of appeal by the Dean’s Office via NEPTUN, on 16th July, 2026.

Applicants will have the opportunity to make observations regarding the review of their application at the Dean’s Office until 19th July, 2026.

After reviewing the observations, the ranking approved by the Dean will be sent to the Directorate of Support Services and Student Relations (THI) by 23rd July, 2026. THI shall compile the applications recommended for recognition at university level.
