In the year 2025 Semmelweis University is introducing a new scholarship for international students. The Pannonia In Excellence Scholarship is based on merit. The main purpose of the scholarship is to support the studies of foreign nationals who have obtained student status, providing a great opportunity not only to receive support to get a university degree and pursue the best possible academic results, but also to reach full potential as an individual in sports or the arts.

Foreign nationals holding a student status at Semmelweis University and originating from a specific circle of countries are eligible to apply, provided that they are enrolled in a program taught in either German or English, and began their studies at the Faculty of General Medicine, Faculty of Dentistry, Faculty of Pharmacy, Faculty of Health Sciences or the András Pető Faculty of Semmelweis University in or after the first semester of the academic year 2024/2025.

The scholarship is awarded for one year but can be reapplied for after its expiry. It is paid in 12 equal monthly installments, provided the recipient maintains an active student status. Evaluation of performance is determined by academic progress as well as achievements in sports and the arts. 

Call for applicationS

The Center of International Training Programs at Semmelweis University is announcing a call for applications for the “Semmelweis Pannonia In Excellence Scholarship” for the academic year 2024/2025.

Foreign nationals holding a student status at Semmelweis University and originating from the countries listed in the Appendix to the Call for Applications are eligible to apply, provided that they: i) are enrolled in a program taught in either German or English, ii) began their studies in or after the first semester of the academic year 2024/2025, iii) are not recipients of the Stipendium Hungaricum or the Hungarian Diaspora Scholarship. The scholarship is awarded for one year and is paid in 12 equal monthly installments, provided the recipient maintains an active student status. If it is suspended (their status becomes inactive) or terminated, the scholarship payments will cease. The unused portion of the annual scholarship will be awarded to the next student on the waiting list as ranked by the selection committee. The scholarship can be reapplied for without restriction according to the call for applications announced at the end of the next academic year, except for students who have completed their studies, as they are no longer eligible to apply.

The scholarship is based on merit. Evaluation of performance is determined by academic progress as well as achievements in sports and the arts.
Applicants from countries in category 1, listed in Appendix 1, will receive preference over those from category 2 during the evaluation process.

1. Application requirements

  • The applicant must establish their student status no earlier than September 2024 and no later than September 2027.
  • The applicant must be a citizen of one of the countries listed in the appendix of the application.
  • The applicant must have an active student status during the application period and is expected to maintain this status in the academic year following the application evaluation.
  • The applicant must have at least two active, completed semesters in undergraduate, master’s, or single long-cycle programs with outstanding academic performance and/or achievements in sports or the arts.
  • If the applicant has received a scholarship for outstanding academic achievement in the same academic year, they may only receive the difference between that amount and the Pannonia In Scholarship.
  • Applicants must provide the necessary data for identification and verification of their eligibility; failure to do so will result in the application not being accepted.
  • An application cannot be submitted by individuals who, during previous application cycles, have been found by the evaluation committee or other authorized university personnel (e.g., the ethics committee) to have provided false information or misled the reviewers in any way.

2. The Selection Committee

Applications will be evaluated by the committee established under Decision No. 99572/NHKK/2024 with the following composition:

  1. Vice-Rector for International Studies,
  2. Dean (or delegate) of the Faculty of Medicine,
  3. Dean (or delegate) of the Faculty of Dentistry,
  4. Dean (or delegate) of the Faculty of Pharmaceutical Sciences,
  5. Dean (or delegate) of the Faculty of Faculty of Health Sciences,
  6. Dean (or delegate) of the András Pető Faculty,
  7. Chairpersons of the Students’ Union, ISSA and DSVS or their respective delegates.

3. Deadline for application:

Applications must be submitted by 31 August, 2025, via the Requests interface of the Neptun system.

4. Amendments, objections and decision:

There is no opportunity to submit a request for an extension due to missing deadlines or incomplete applications. Incomplete or late applications will be rejected. Applicants may modify or amend their application (e.g. name, contact information or bank account number) if mistakes or changes occur.

Applications that meet all the requirements will be reviewed by the committee set forth in Section 2 within 10 days after the deadline. 

5. Appeal

Applicants have the right to appeal a rejection within 5 business days following receipt of the notification by contacting the Head of the Center of International Training Programs. The appeal shall state the specific action or omission of the committee being challenged. If the appeal is upheld, the committee shall re-evaluate the application accordingly. 

6. Amount of scholarship:

  • Faculty of Medicine: HUF 2,000,000 per academic year per student
  • Faculty of Dentistry: HUF 2,000,000 per academic year per student
  • Faculty of Pharmaceutical Sciences: HUF 1,300,000 per academic year per student
  • Faculty of Health Sciences: HUF 900,000 per academic year per student
  • András Pető Faculty: HUF 2,900,000 per academic year per student

To receive the scholarship, the recipient must have a bank account capable of receiving HUF transfers registered as the default in their Neptun account. Payments shall be made monthly by bank transfer to the account registered in the Neptun system, following the committee’s decision.

The details of the awarded scholarship, which constitutes a benefit (including the legal title of the benefit and the amount of the awarded scholarship), shall be recorded in the Neptun system.

7. Repayment of scholarship:

Scholarship recipients who fail to meet the obligations outlined in the scholarship contract in part or in whole must repay the entire amount received, or the portion affected by the breach, plus interest for late payment as per the Civil Code of Hungary, within 8 days of receiving a notice by the University.

In cases where it is established that the applicant provided false information during the evaluation process, they will also be required to repay the full amount of the scholarship.

The scholarship may be revoked in exceptional cases if, during their studies, the awarded student displays behavior unbefitting the University or is subject to disciplinary action resulting in an ethical violation.

The full amount of the scholarship must be repaid if the recipient, due to reasons attributable to them, does not complete their studies at Semmelweis University (i.e., transfers to another institution before completing their degree, is expelled or terminates their student status for non-compelling reasons).

8. Data Protection and Processing

  • By submitting the application, the applicant agrees that their data provided in the application may be processed by the committee specified in Section 2, by the individual or body responsible for appeals and by the university employees authorized by internal university regulations to handle the evaluation, process objections, manage payments and fulfill the University’s document retention obligations, for the purposes of identifying the applicant, processing and evaluating the application, maintaining contact with the applicant and disbursing the scholarship. Only those individuals who are required to know this information for the aforementioned purposes will have access to the personal data of the applicants.
  • The legal basis for data processing is the applicant’s consent, as well as the University’s obligation to carry out tasks in the public interest related to the distribution and payment of student scholarships (in accordance with Article 6 (1)(a) and (e) of the GDPR), as specified in Sections 2(6) and 18 of the National Higher Education Act (Nftv.) and Clauses I/B.1.be) of Appendix 3 to the Nftv.
  • The University, as the data controller, shall manage the application documents in accordance with the requirements of Section 64(1) of Government Decree 335/2005 (XII.29.) on the General Requirements of Document Management in Public Administrative Bodies and the University’s current Document Management Policy and Document Retention Plan: Documents submitted by unsuccessful applicants will be retained for one year from the date of the final decision on the application, while those of successful applicants will be retained for 10 years. After the retention period expires, both electronic and paper-based documents will be destroyed, terminating the processing of personal data at the University.
  • The University will not transfer personal data to third countries or international organizations.
  • Applicants may request information at any time regarding whether their personal data is being processed in connection with the application and the scholarship, and they have the right to access their personal data and the additional information listed in Article 15 of the GDPR.
  • Applicants may request at any time the modification, correction, or supplementation of their personal data (such as their name, contact details or bank account number) used in connection with the evaluation of the application and the disbursement of the scholarship.
  • According to Article 21(1) of the GDPR, applicants have the right to object to the processing of their personal data for reasons related to their particular situation, in case this data is processed in connection with the scholarship. In such cases, the University may only continue processing the data if it can demonstrate compelling legitimate grounds that override the interests, rights, and freedoms of the applicant or that are necessary for the establishment, exercise or defense of legal claims.
  • Applicants may also request the restriction of the processing of their personal data in cases defined in Article 18 of the GDPR, such as if:
    1. the University no longer requires the data or there is a claim of unlawful data processing, but the applicant objects to the deletion of the data and requests that its use be restricted, or
    2. the applicant submitted an objection to their data being processed, for the period while the University is verifying whether it has legitimate grounds for continuing the processing of the data.
  • Personal data that is subject to restrictions may only be processed with the applicant’s consent or in cases where it is necessary to do so for the establishment, exercise, or defense of legal claims, or to protect the rights of another natural or legal person, or for reasons of important public interest of the European Union or a Member State.
  • In cases where the University no longer needs the personal data for public-interest purposes, the applicant may exercise their right to erasure as defined in Article 17 of the GDPR. This applies, for example, if:
    1. the applicant provided the necessary data at the time of application but did not finally submit the application, or did not submit it in a manner that was fully adherent to the applicable rules;
    2. the retention period specified in the effective Document Management Plan for scholarship-related matters has expired, but the university has not yet deleted the data.
