Chancellor’s Instruction No. K/2/2022 (X.10.)

on cash payment of tuition fees for USD training programs at the currency cashier

Semmelweis University (hereinafter referred to as “the University”) has been offering training in foreign languages for four decades and now it can be regarded as the flagship of our educational activity. Students come from more than 70 countries, and the tuition fee collected in foreign currencies is a significant part of the University’s educational income.

Acting within the scope of my competence set out in Article 3 (4) d) point da) of Chapter I.1 of the University Organizational and Operational Regulations, I hereby give the following instruction:  

Article 1

(1.) The personal scope of this instruction covers students in our English language courses who come from countries which are regarded as “high-risk countries”. This means that citizens of these countries cannot pay in USD by bank transfer via a financial institution to the University, or make a direct payment in a bank branch to the University bank account in USD.

(2.) The purpose of this instruction is to support our students to manage their finances while restrictive measures are in place in cash flow between international bank accounts and cash payments in banks. The material scope of the instruction shall cover the payment obligation of students referred to in Paragraph (2) for the training fee to be paid in USD.

Article 2

(1.) Under the current banking regulations, “high-risk countries” in terms of USD flows are:

(2.) For the purpose of Article 1 (1) and within the personal and material scope of this instruction covering current training fee payment obligations in USD, I authorize cash payment in USD at the currency cashier, subject to the rules of the University Cash Management Regulations.

(3.) In the case of payment obligations not covered by this instruction, cash payments are not permitted. According to the general rules of finance management, training fees can be paid by bank transfer, using a collective account, or paying in currency in a commercial bank branch.

This instruction shall enter into force upon publication on the sub-website of the Directorate General of Legal and Administrative Affairs, and shall remain valid until withdrawal.
