The rules for awarding sports scholarships and the range of subjects considered for the grade average were modified. The Study and Examination Regulations were amended to ease the burden on students. The Department of Oncology was terminated with a legal successor, and the Department of Clinical Oncology was established.

The board approved the Senate’s work plan for spring 2025.

The rules for granting an international sports scholarship were clarified in the Remuneration and Benefits Policy section of the Organizational and Operational Rules. The scholarship is available to international students, who are entitled to free education, and housing and cost-of-living allowances for the entire duration of their studies. The scholarship is granted to students with a demonstrated history of international sports performance and achievements who undertake to do their utmost to keep up their international level of sporting performance throughout their studies. The biannual Semmelweis University Outstanding Athlete Scholarship was established. The SE Sport Club’s female and male athletes and team players are eligible to apply for the Semmelweis University Athlete of the Year Award. The amounts for the István Szívós Sports Scholarship were modified, and the scholarship for the first three recipients of the Good Student – Good Athlete Award were increased. Two provisions on calculating the average for the Bókay scholarship were repealed.

The composition of the Animal Welfare Committee was modified; the tenure of newly appointed members will last until September 24, 2026, similar to current members.

The board decided to restructure oncology education; the Department of Oncology and the Clinical Oncology Departmental Group will be subordinated to the Faculty of Medicine (ÁOK), which will continue to operate under the names of the Department of Clinical Oncology and the Department of Radiotherapy. The university will continue to strive for high-quality oncology education in line with its curricular reform.

A decision was taken to expand the range of subjects that will count towards the final grade at ÁOK, justified by the expansion of medical education and changes in relevance of the disciplines. From now on, the following subjects, which are not part of a comprehensive exam, will also be included in the degree average of the diploma: Medical Psychology; Cardiology, Cardiac Surgery, Angiology and Vascular Surgery; Traumatology and Orthopedics; Medical Imaging; Emergency Medicine and Oxyology; Intensive Therapy and Anesthesiology; and Public Health. The change will be introduced progressively.

The Senators adopted the report on the work of the standing committees with university-wide competence.

The Study and Examination Regulations within the Organizational and Operational Rules have been amended to ease the burden on students. This means that an exam can only be organized in an exclusively written format (without an oral interview) if the test questions have been made known in advance to all concerned. If this condition is not met, the written part of the examination must be followed by an oral part, which the student must complete on the day of the written examination. In such a blended exam, failing the written part of the exam does not count as a failing mark, and the student can proceed to the oral part. The exam grade is based on the weighted arithmetic average of the two parts, with a maximum of 40 percent given to the written part and the remaining 60 percent to the oral part. This should not only improve written exam results but also lower the drop-out rate. The primary aim is to facilitate mastering the curriculum and avoid unnecessary year repeats. For examinations organized outside the academic year and the examination period, the dean may appoint an actively involved senior lecturer to the examination boards.

The board voted on the recipient of the Pro Universitate Award and reviewed current applications for management and educator-researcher positions.
