The 2024 financial report of the university, prepared pursuant to Act C of 2000 on Accounting, was reviewed. Chancellor Dr. Lívia Pavlik reported that the institution had concluded a successful year in every aspect. Last year, the university’s revenues increased significantly compared to 2023, with revenues related to its public benefit activities increasing from HUF 192 billion to HUF 243 billion; the after-tax profit amounted to HUF 7.8 billion. Supplemented by the university’s strategic fund, which was accumulated thanks to successful management in previous years, and by the funding provided by the university’s maintainer, the Foundation for National Health Care and Medical Education (NEOA), the achieved result was used to finance approximately HUF 20 billion-worth investment and renovation expenditures in 2024. Revenue from active patient care increased by 30 percent last year, partly due to the performance of the merging Rehabilitation Clinic and the Department of Neurosurgery and Neurointervention, and partly due to the expanding care provided by other clinics at the university. The increase in performance was accompanied by a rise in operating costs and an increase in the university’s staff: The number of employees increased by 14 percent from 11,672 in 2023 to 13,336 in 2024. Thanks to the aforementioned HUF 20 billion investment and asset acquisition, as well as the state assets acquired in connection with the merging institutions, the university has significantly increased its assets, with its balance sheet total increasing from HUF 223 billion to HUF 276 billion.
The regulations on student awards have been amended, according to which the Dr. István Szívós Athlete Medical Student Award will also come with a cash prize of HUF 250,000, and this will be retroactively awarded to its 2025 recipients.
Certain provisions of the Organizational and Operational Rules have been amended: A decision was made on establishing the Rector’s Program Office, which will operate alongside the Rector’s Cabinet under the direct authority of the rector. Its mission is to enhance the efficiency of the rector’s work by performing direct tasks related to the rector’s agenda and briefing. The Pannonia In Excellence Scholarship was introduced to support the studies of foreign nationals, with a particular focus on academic excellence, as well as achievements in sports and the arts. The Directorate of the Pediatric Center Clinical Block was created to boost efficiency and eliminate duplications resulting from the merger of the two former clinics. The Pediatric Center has grown to become one of the largest units within the Clinical Center, which justifies the establishment of a separate block directorate. In addition, necessary amendments of legal technicalities have been made to the Organizational and Operational Order.
The senators decided to launch an elective course entitled ‘Introduction to Clinical Research.’ Starting from the autumn semester of the 2025/26 academic year, the two-credit English-language course will give a systematic introduction to the principles and methodology of clinical research, thus laying the foundation for students’ participation in the Students’ Scientific Conference (TDK) and postgraduate training.
Certain provisions of the Study and Examination Regulations have been amended to facilitate students’ studies and ensure that they are able to continue their studies without interruption, even if they have failed an examination.
A decision was taken to renew the Rules of Procedure of the Committee for Pharmaceutical Therapy, Antibiotics and Infection Control. The amendment includes technical changes and the introduction of an online voting option.
The Doctoral Regulations have been amended. Consequently, it will no longer be possible to replace ten percent of publications in an impact factor journal with non-impact factor publications of a certain range. In addition, publication requirements can be met with two first-authored non-shared meta-analysis papers. The list of journals was updated; it is no longer possible to hold a public debate for candidates owing a library debt, and the accreditation procedure for supervisors was simplified.
A new subject will be launched, entitled ‘Criminal and Moral Evaluation of Health Services, with a special focus on corruption offences.’ The new elective course, open to all students at the university, is an initiative of the National Protective Service (NVSZ) and the university’s Department of Education Management. The one-credit course describes the ethical and legal standards and the expected consequences of their violation, which are associated with specific breaches of the law in the health sector, especially corruption.
Recipients of professor emeritus titles were approved. Seven current leadership applications, including two dean applications, were also reviewed.
