The concerned staff members of the university employed in the health service can submit applications for second jobs through an electronic interface available on the website of the Directorate-General of Human Resources. In the case of the university, the authorization falls under the authority of the President of the Clinical Center, who will also evaluate the electronically submitted documents within 8 days.
As of 1 March, 2021, 97% of the approximately 5,800 affected employees of the university had signed a contract related to a change in health status, and the dropout rate is in line with the otherwise normal rate of fluctuation. About 50% of those who did not sign the contract either worked part-time or were permanently away from the university.
Under the relevant legislation, a person in a medical service relationship may only establish a second job, i.e. a legal relationship for further work, with prior permission. In connection with this, different management rules apply to Semmelweis University, as according to the Government Decree 525/2020 (XI. 25.), the institution does not perform so-called county management duties.
Consequently, in connection with the new legal relationship, the authorization of secondary positions in the case of the university is the responsibility of the president of the Clinical Center. Second jobs already existing before 1 March, 2021 must be authorized by 29 April, while second jobs created after 1 March must be authorized before the start of the activity. Applications can be submitted electronically on the website of the Directorate-General of Human Resources set up for this purpose, where detailed procedures and instructions for completion are available.
The application must also be accompanied electronically by a statement from the employee’s immediate supervisor as to whether he/she supports the establishment of a further legal relationship.
The application shall be evaluated electronically by the President of the Clinical Center within 8 days of receipt; the decision is uploaded to the applicant’s personal electronic repository.
