Pursuant to the senators’ decision, the Anatomy & Innovation Center for Education and Research (AICER) was established as a new organizational unit effective April 1, 2026. Among other changes, the names of several organizational units and the regulations governing awards have been amended.

At its March 25 meeting, the Senate approved amendments to the model curriculum for the master’s program in Pharmaceutical Innovation and Business Administration. The terminology of the model curriculum had to be aligned with the English terminology of the general medical training model curriculum, and it was also necessary to include the featured end-term examinations that count toward the diploma Grade Point Average (GPA). The tuition fee was specified as 1.5 million HUF, or 3,840 EUR, per semester.

The senators voted to establish the National Center for Medical Education and Innovation (NOIKK), known in English as the Anatomy & Innovation Center for Education and Research (AICER), as a new organizational unit, along with its governing body, effective April 1. NOIKK is an educational, innovation, and research center – unique not only in Hungary but also in the Central and Eastern European region – financed by more than 20 billion HUF in state funds and 3.5 billion HUF in university funds. It serves as the base for industrial innovation and development programs, addresses gaps in medical education, elevates innovation in medical training to a new level, and functions as a hub connecting Semmelweis University with domestic and international industry stakeholders in the healthcare sector.

NOIKK is an internationally renowned training and research center, and with its opening, Semmelweis University is expanding its profile with infrastructure that is outstanding even by international standards, which will further increase its appeal among domestic and international students, strengthen its competitiveness in the long term, and further improve its position in the rankings featuring the world’s best universities.

In the undergraduate program, it collaborates with the Faculty of Medicine (ÁOK) and the Faculty of Dentistry (FOK); in postgraduate education, with the Center for Continuing Education (SZTOK) and Semmelweis Technology Transfer Company Plc. (TTC); and in the field of research and innovation, with the Center for the Vice-Rector for Science and Innovation & Business Development (AICER).

NOIKK is an organizational unit with an independent budget belonging to the Városmajor Heart and Vascular Center. Its operations are overseen by the director of the Városmajor Heart and Vascular Center, who serves as the head of the governing body, with the heads of the Department of Anatomy, Histology and Embryology and the Department of Pathology, Forensic and Insurance Medicine supporting his work as deputy directors. The governing body’s tasks going forward include recruitment and expanding networks, with the goal of making NOIKK an independent organizational unit of the university within three years. NOIKK’s operating costs for 2026 consist of approximately 418 million HUF for professional activities and approximately 305 million HUF for facility management.

According to the board’s decision, the name of the Semmelweis University Outpatient Clinic will henceforth be changed to the Semmelweis University Szent Rókus Health Center. The reason for the renaming is that in the building, renovated through developments in recent years, a complex, integrated university operating environment has been created which goes far beyond the function of a traditional specialist outpatient clinic. Decisions were also made regarding the naming of the buildings at the Semmelweis Health Center, Gödöllő. Accordingly, Building 1 of the Semmelweis Health Center, Gödöllő, will be named the Dr. Károly Tormay Building, and Building 2 will be named the Dr. Sándor Lumniczer Building.

Changes to the membership of the Committee for Pharmaceutical Therapy, Infection and Antibiotics Control (GYTB-IAB) were approved. The Organizational and Operational Regulations of the Faculty of Health and Public Administration (EKK) were also amended; the change affects the composition of the Faculty Council.

The Senate decided to approve Semmelweis University’s Data Strategy, its Regulations on the Secondary Use of Health Data, as well as the documentation requirements and timeline for the university’s regulatory framework on artificial intelligence. They also decided on amendments to certain regulations, which include formal and technical changes affecting 15 regulations. The regulations, which have been revised to comply with the new technical requirements, include the service regulations, the claims management regulations, the document management and electronic administration regulations, and the procedures for handling complaints, reports, and patient complaints. New regulations include the website policy, the contract conclusion policy, and the Pannónia Scholarship Policy. Amending provisions have been made to the property protection and security regulations, the integrated risk management procedures, the data protection regulations, the regulations on representation expenses, the logistics regulations, and the procedures for drafting regulatory documents.

The senators approved the report on the work of the standing committees established by the Senate and operating within the faculties (the Examination and Studies Committee, the Credit Transfer Committee, the Ethical and Disciplinary Committee, and, at the András Pető Faculty, the Committee of Practical Training and the Publication and Library Committee).

A decision was made to amend the regulations governing the awarding of honors and prizes, which, first of all, address the situation arising upon the termination of the employment relationship of a faculty member recognized with the Pro Educatione Award, and, secondly, elevate the Emil Pásztor Memorial Plaque to the rank of university honors. The Emil Pásztor Memorial Plaque may be awarded to a physician who has demonstrated outstanding professional performance and achieved exceptional results in clinical practice and research, who works in the fields of neurosurgery, neurology, or neuroradiology, and whose professional activities have made a significant and lasting contribution to the advancement of the profession. A professional committee makes the recommendation for the award. The honor consists of a commemorative plaque created by sculptor Ferenc Lébo, depicting the portrait of Hungarian neurologist and neurosurgeon Emil Pásztor, which is presented to the recipient during a scientific conference.

The senators decided to establish the title of Professor Educationis et Servitii as part of the amendments made to certain provisions of the Organizational and Operational Rules (SZMSZ). The title may be conferred upon a person employed by the university who has taught and educated university students in the field of medicine and health sciences with excellent results for several decades, whose ethical and human conduct serves as an example to the youth, and who, as a leader, has performed outstanding work over a long period of time in pursuit of the university’s goals. The title is accompanied by a certificate and is awarded during a university ceremony at the same time as the title of Doctor Honoris Causa. The board also decided on a visiting professorship and reviewed applications for leadership positions.
