Among other things, several amendments were made to the Remuneration and Benefits Policy, the Study and Examination Regulations (TVSZ), and other provisions of the Organizational and Operational Rules (SzMSz). Decisions were made on the introduction of elective courses in clinical internal medicine in practice, clinical hematology and hemostasis in practice, and sleep-disordered breathing, as well as on awarding honors and distinctions.

The Senate amended several points of the Remuneration and Benefits Policy (TJSZ) of the Organizational and Operational Rules (SzMSz). The decision affects the annex to the TJSZ and re-regulates the certification of social circumstances in detail, establishing new rules for the certification of data or facts relating to each social circumstance. The most important principle is that the regulation replaces the declaration that can be made by the student or their relative with documents based on official decisions and official certificates.

As a general rule, income is determined on the basis of an income certificate issued by the National Tax and Customs Administration of Hungary (NAV), instead of the declaration principle. Under the amendment, the composition of the working group preparing the assessment of student applications will change in the second semester: Based on the nominations of the faculties and the dean, the vice-rector for educational affairs will appoint the members of the working group, who will prepare the student applications and participate in their evaluation.

According to the new regulations, scholarships can only be established at the expense of the university’s own income based on a decision by the Senate; in addition, the composition of the evaluation committee is within the competence of the Senate, which also determines the basic conditions. This amendment also affects scholarships in the doctoral programs.

The rules regarding participation in events will be amended with regard to public work scholarships. If someone has registered as an organizer or coordinator for an event but does not actually participate in its implementation, the Public Affairs Committee may sanction the failure to participate and suspend the public work scholarship for up to six months.

Another change is that in the second semester of the 2025/26 academic year, applicants for need-based scholarships will be classified into three categories for the purposes of assessing need-based scholarships. If the applicant’s social situation has not changed, the score determined in the previous semester for eligibility for a need-based scholarship will be accepted. If it is likely that the student’s social situation has deteriorated, they have the opportunity to submit a new application. New students must submit a complete application. Based on the decision of the board, 9+1 percent of the student capitation grant can be allocated to public work scholarships.

According to the decision of the senators, in the amended Study and Examination Regulations, a special end-term at the Faculty of Medicine, the Faculty of Pharmaceutical Sciences, and the Faculty of Dentistry is a subject that does not end with a comprehensive examination and counts towards the degree qualification, as specified in the curriculum.

The senators decided on the awarding of the “Good Student, Good Athlete” honorary titles and on the amendment of the regulations on student awards, which were supplemented with the Semmelweis Doctoral Students’ Union Students’ Scientific Conference (TDK) Special Award, and the Outstanding Doctoral Student TDK Supervisor Award. The senators also reviewed applications for leadership, teaching, and research positions.

The Senate decided to dissolve the Department of Anesthesiology and Intensive Therapy – Section of Emergency Medicine – Oxyology by merging it into the Department of Emergency Medicine.

The senators voted to introduce new 2-credit elective courses in clinical internal medicine in practice, clinical hematology and hemostasis in practice, and sleep-disordered breathing. The language of instruction for the elective course in clinical internal medicine in practice is English, while the language of instruction for the course in clinical hematology and hemostasis in practice is Hungarian. The course in sleep-disordered breathing will be offered in both Hungarian and English. All three elective courses will be available starting in the spring semester of the 2025/26 academic year.

The board voted to amend the sample curriculum for the BSc program in Digital Dental Design at the Faculty of Dentistry and the sample curriculum for the MSc program in Systemic Psychology at the Institute of Mental Health of the Faculty of Health and Public Administration.

A decision was made to submit the accreditation materials for the Data Science in Health MSc and Health Care Quality and Patient Safety Management MSc to the Hungarian Accreditation Committee and, at the same time, to initiate the training evaluation process.

The board also voted on two amendments to the Organizational and Operational Rules that are primarily organizational in nature. The decision concerns the tasks of the Intellectual Property Management Administrative Group, its place in the organizational structure, and the organizational structure of the Directorate General of Information Technology. In addition, two legal technical corrections to the SzMSz were also approved.

Among other matters, the senators decided on a fee of HUF 350,000 for the self-financed training program starting in the 2026/27 academic year, entitled Health Care Management BSc with a specialization in Sport Health.
