Council Implementing Decision (EU) 2022/2506 was adopted following certain political concerns expressed by the Council of the European Union and the European Commission. The Decision contains a package of measures designed to apply pressure to Hungary and, as a by-product, Semmelweis University and its students, researchers and hospitals have been caught in this political conflict and we are being unfairly discriminated against.

The Council’s underlying issues with the government of Hungary have little to do with the Semmelweis University, which has no influence over the actions of the Hungarian government.

Therefore, Semmelweis University lodged an application with the EU General Court against the contested Decision (see here). In its order dated April 5, 2024, the General Court concluded that the contested Decision is a regulatory act which is of direct concern to the universities. Yesterday, the Commission, in its lengthy resolution C(2024) 9140 final, concluded that Hungary’s attempts to satisfy the Commission’s concerns are not yet suitable.

We are convinced that the concerns regarding the rule of law raised by the Commission and the Council against the Government of Hungary cannot lawfully serve as a pretext to interfere with the integrity of the University and severely penalise its researchers and students.

Neither our University, nor our researchers or students have been afforded any opportunity to submit their views on this dispute and its effects on them.
