General Information
An interruption of mobility occurs when, during the period specified in the contract, the participant does not spend their time carrying out the activity for which they have received funding. Interrupting a mobility period is not prohibited, but we can provide funding only for the period during which you are actually engaged in the activity stated in your contract. The applicant is required to report every interruption to us in the Learning/Mobility Agreement and also in a separate comment on the My Semmelweis platform. Important! The intention to extend must be submitted in writing to the International Mobility Office and the faculty coordinator at least 30 working days before the contract expires. The assessment of the extension request and the conclusion of the amended contract follow the procedure applicable to the original application. The extended mobility period must be completed no later than 31 August 2027. The scholarship is always transferred in Hungarian forints (HUF) to the bank account number recorded in the Neptun system (please also indicate this same account number in your grant agreement). If you apply for more than one mobility period, please send a separate email for each mobility.

Documents to be attached:
I. Mobility AGREEMENT – DRAFT IN WORD FORMAT
- Download the Mobility Agreement template. Only the form created specifically for the Pannónia Programme will be accepted.
- Read the Mobility Agreement completion guide.
- Coordinate the content of the Agreement both at Semmelweis University and with the host institution, once this has been done, attach the draft in Word format to your application email. The document may be signed only after you have received confirmation/feedback about this.
Important! Under the signatories, in the section “Responsible Person at the Sending Institution”, the Dean of the relevant Faculty must sign in every case.
II. SUPERVISORs/institutional leadres ACCEPTANCE letter – SIGNED, PDF FORMAT
- Download the Supervisors/institutional leaders acceptance letter.
- Please complete it and have it signed. Once this has been done, attach it to your application email in PDF format.
This statement is completed by Semmelweis University, not by the host institution. If you will take multiple courses abroad, this statement must be signed for each course.
If you do not have a specific head of department/supervisor, the Dean must sign the acceptance statement.
Important! The signed and stamped document must also be sent to the relevant Department, so they are informed about the acceptance.
III. CERTIFICATES OF ACADEMIC, SCIENTIFIC, AND/OR COMMUNITY ACTIVITIES – PDF FORMAT
For example: documents certifying participation in research projects to date, certificates, diplomas, etc.
IV. LETTER OF ACCEPTANCE (LOA) SIGNED AND STAMPED BY THE HOST INSTITUTION – PDF FORMAT
- Download the Letter of Acceptance
- Complete it and send it to the host institution for signature.
- Once this has been done, attach it to your application email in PDF format.
As a rule, the University’s Pannónia-specific document should be used.

All documents must be submitted before departure; otherwise, the grant agreement cannot be prepared.

Assessment of applications, submission of missing documents, appeals
If you do not receive a rejection notice from us, your application has been approved and you may proceed with your mobility period abroad. Missing documents/corrections may be requested once. You must provide the required documents or corrections within 5 days of our feedback. If the applicant does not correct the issue, corrects it improperly, or submits it after the deadline, the application will be rejected without further substantive review. The applicant may submit a written objection against the decision within 3 days of receiving the notification of the application decision. The objection may be submitted by email to the International Mobility Office. The objection must include the information necessary to identify the application concerned, as well as the measure being contested. The International Mobility Office must respond to the appeal within 5 working days. If a successful applicant ultimately does not wish to participate in the programme, they must notify the International Mobility Office in writing without delay. In this case, the application decision regarding that student becomes void.

Steps to take after a successful application
Step 1: Our office sends the agreement to the applicant in Word format for completion (once all the required documents listed above have been submitted in full and are signed). The applicant only needs to complete the yellow sections. Important! Once all the required documents have been submitted in full and have been signed by everyone, we will make the payment no later than within 30 calendar days after the date on which the grant agreement has been signed by all three parties. Important! At the beginning of the year, during the summer period, and at the end of the year, obtaining the University’s signatures may take longer. Please take this into account when submitting your application.
Signing the grant agreement
Step 2: After completing it, the applicant sends it back to us in Word format so that we can complete the remaining parts (we will fill in the green sections).
Step 3: Once the agreement has been finalised, we will inform the applicant when they can come to our office to sign it in person. The agreement is printed in two copies.
The grant agreement can be signed only in person at our office. We do not accept authorisations/proxy signatures or any other alternatives. Please take this into account and plan accordingly before your departure, as you must come to our office to sign the agreement. The agreement must be signed with a blue pen; we cannot accept any other colour.

What should you do if changes occur during your stay abroad?
If any change occurs in your enrolled courses (e.g., a course is deleted, you add an additional course, make changes, or extend the duration of your mobility), you must inform the relevant Department, the faculty coordinator, and the Mobility Office by email.
Steps for making changes:
- Download and complete the During the Mobility document according to the changes.
- Send the changes to the relevant Department (at Semmelweis University) for approval.
- Once approval has been received, email the Mobility Office the completed During the Mobility draft in Word format. The document may be signed only after you have received confirmation/feedback about this.
- If our office approves the completion, the signing process can begin:
- First signer: Head of the Mobility Office
- Second signer: Dean of the relevant Faculty
- Third signer: Host institution
- Fourth signer: Applicant
Closing the mobility period
Documents required for closing, which must be submitted within 15 days of your return home.
This document certifies that you have completed the professional internship/placement or the research activity. It may be issued by the host institution as well. If the host institution cannot issue such a document, then the After the Mobility (ATM) form must be completed instead. Submission deadline: within 15 days of your return home. Download the After the Mobility (ATM) form Important! If the dates shown on the certificate differ from those recorded in the grant agreement, you will be required to repay the scholarship. This is the Certificate of Attendance. Download the Certificate of Attendance document In the case of a conference: Important! If the dates shown on the certificate differ from those recorded in the grant agreement, you will be required to repay the scholarship. You only need to submit these if you requested support for one or more travel days. Download the Criminal Law Declaration form. If the documentation is incomplete, the applicant will be required to repay the grant. If the delay occurs due to reasons beyond the applicant’s control, this must be reported in writing to the Mobility Office.
