1. Target Countries for Mobility, Amount of Support

Duration: Students participating in a short-term study program can apply for a minimum of 2 and a maximum of 5 months of funding for research activities conducted at a university, hospital, or other healthcare institution.

The mobility period must be completed no later than August 31, 2026.

A student may participate in multiple mobility programs (not simultaneously); however, within a single study cycle, the total duration of mobility cannot exceed 12 months.

The scholarship amount awarded under this application depends on the length and type of the mobility period, as well as the host country. The grant may not fully cover the actual expenses incurred!

2. Who Can Apply for Research Mobility?

Students enrolled at Semmelweis University may submit an application if they simultaneously meet all of the following criteria:

  • At the time of this application, master’s students must have completed at least one semester, while students in undivided programs must have completed at least seven semesters.
  • For doctoral students, the application process is managed by the Doctoral School.
  • They have active student status at the time of application.
  • They will maintain active student status with the university during the mobility period.
  • They are Hungarian citizens or legally reside in Hungary as refugees, asylum seekers, beneficiaries of subsidiary protection, immigrants, permanent residents, or individuals with the right to free movement and residence under the law.
  • They have at least intermediate-level language proficiency in English or the language of the host country.
  • They have an outstanding academic, scientific, or community engagement record.
  • They possess a signed letter of support from their supervisor.

3. Submitting the Application

Applications can be submitted continuously within the time interval specified in point 1, but it is recommended to submit the application at least 2 months before the planned start of the mobility.

Applications should be submitted via email to pannonia@semmelweis.hu.

The email must include the following information:

  • Applicant’s name
  • Neptun code
  • Faculty, year of study
  • Research location (country, city)
  • Start and end date of the research mobility

The following documents must be attached to the email:

  • certificate of active student status valid at the time of submission
  • supporting statement signed by the applicant’s supervisor, confirming that the completed research activity will be recognized as part of the student’s academic progress
  • declaration confirming that the applicant will maintain active student status during the mobility period (Declaration Template)
  • Signed professional CV
  • Certificates of academic, scientific, and community activities (see list of certificates)

4. Missing Documentation

Missing documents can be submitted once, and they must be sent to the Mobility Office within two working days of the notification (do not upload them to the system). During the application check, the coordinator will specifically draw attention to the missing documents via electronic communication. If the applicant does not correct the error, or corrects it improperly or late, the application will be rejected without further consideration.

5. Evaluation

Applications that are fully submitted will be evaluated within two weeks, and the Mobility Office will notify the applicant in writing (including electronically) about the results.

The university’s goal is to send the most talented and capable students for professional practice abroad, so academic performance, scientific, professional, and community activities, as well as language skills, are decisive in selecting the applicants.

Preference is given to applicants whose mobility is aimed at institutions abroad that are ranked in the top 250 in the Times Higher Education or Quacquarelli Symonds international university rankings.

6. Appeal

If a student disagrees with their preliminary points (calculated differently, or the score is unclear), they can file a written objection, which can be submitted in person to the Directorate of International Relations through the International Mobility Office. The objection must include the data necessary to identify the application, as well as the contested action or omission.

If the successful applicant does not wish to use the awarded support or, despite the successful application, does not want to participate in the program, they are obliged to immediately notify the Directorate of International Relations in writing. In such a case, the application decision becomes invalid for that student.

 

Before the Mobiltiy

What happens after a successful application? What are the next steps to take?

1. Learning Agreement for Traineeship

The Learning Agreement document must detail the specifics of the research mobility, including the research plan and the expected outcomes.
Before forwarding the Learning Agreement to the host institution, it must first be approved by the institutional coordinator at Semmelweis University and the person confirming the acceptance at the host institution.

IMPORTANT! Obtaining all the necessary signatures may take time, so please avoid leaving it to the last minute! The Learning Agreement can only be sent to the host institution after all required signatures have been obtained. The signed document must be returned by the host institution prior to the start of the mobility period. 

2. Grant Agreement

Before the start of the mobility, the student must sign a Grant Agreement with Semmelweis University. The form will be provided by the Mobility Office after the student submits the Learning Agreement signed by the host institution. Students receiving a scholarship are expected to complete all highlighted sections of the form.

The Grant Agreement must be filled out electronically and sent in Word format to the following e-mail address: pannonia@semmelweis.hu. The Mobility Office will review the document to ensure all required fields are properly completed and will notify the student via e-mail about the date and time when the agreement can be signed in person.

3. Insurance

Health Insurance
It is important to note that the European Health Insurance Card (EHIC) typically provides coverage only for basic healthcare services, and holding a valid EHIC is a minimum requirement for travelling abroad. However, the card does not cover co-payments or mandatory contributions that are payable even by residents of the host country. Please note that the EHIC is not valid outside of Europe.

Accident Insurance
Accident insurance is required to ensure that, in case the student is injured during the mobility period (whether academic or practical training), the arising costs are covered.

Liability Insurance
Liability insurance offers financial protection in case the insured person causes damage to others — whether accidentally or through negligence. It may cover bodily injuries, property damages, and legal costs incurred during compensation procedures.
During research mobility, participants operate in unfamiliar environments such as new institutions, laboratories, or fieldwork settings, where various risks may occur — including accidental damage to equipment, harm to others, or legal disputes. A suitable liability insurance helps protect participants from unexpected financial burdens in such cases.

4. Scholarship Payment

The scholarship is transferred in Hungarian forints (HUF) to the bank account registered in the Neptun system — this account number must also be indicated in the Grant Agreement.

🔔 Important: If the bank account is not based in Hungary, the name and address of the bank must also be registered in Neptun.
Failure to provide this information may result in delays in the payment process.

The transfer of the scholarship is expected 2–3 weeks after the Grant Agreement has been signed by all parties.


Please be aware that scholarship payments may be delayed during the summer period and at the beginning of the calendar year, so take this into account when planning the timing of your signature.

During Mobility

Once you arrive, apart from a few initial tasks, your only responsibility is to make the most of your time abroad!

1. Certificate of Arrival

Upon arrival, you need to have the “Certificate of Attendance” document’s “Certificate of Arrival” section signed by the coordinator, responsible person at the host institution.

2. During the Mobility

If there are any changes to the implementation of your research, please notify the International Mobility Office via email. To report changes, you must use the “During the Mobility” section of the Training Agreement.

Before signing, please send it to us for approval. Only after receiving approval should you have it signed by the host institution and sign it yourself. We can only prepare the contract amendment with the signed document.

The contract amendment must be initiated at least 30 days before the contract’s expiration date (the end date specified in the contract).

Contract amendments can only be carried out with a valid contract. Once your contract has expired, we will not be able to approve any amendments.

3. Force Majeure

In the event that you need to interrupt your mobility due to extraordinary circumstances, please contact the Mobility Office in writing with the subject line “Force Majeure” and request the Mobility Office to submit your application. The application will be reviewed by the Tempus Public Foundation.

After the Mobility

As the end of the research stay abroad approaches, what documents need to be obtained while still abroad, and what steps must be taken after returning home to ensure that the documentation is complete and the mobility is successfully closed?

1. Certificates

The following documents must be signed at the host institution and, upon return, the original copies must be presented at the Mobility Office. If it is not possible to bring the original documents, they must be scanned (not photographed!) and sent to the Mobility Office by email.

Certificate of Attendance

This certificate verifies the duration of the student’s research or internship period. (Certificate of Attendance)

Certificate of Research Activity and Performance

At the host institution, the certificate of research activity and the performance certificate — that is, the “After the Mobility” section of the Training Agreement — must be signed.

 If the dates indicated on any certificate differ from those in the Grant Agreement (e.g. shorter stay), this may lead to a recalculation of the scholarship.

In case of incomplete documentation, the student may be required to repay the grant. If the delay or missing documents are due to reasons beyond the student’s control, this must be reported in writing to the Mobility Office.

Proof of Acceptance

Please request a certificate of acceptance from your supervisor or subject coordinator, based on the preliminary letter of acceptance issued at the beginning of your mobility. The signed and stamped certificate must be submitted to the Mobility Office.

2. Completion of the Questionnaire (Pannónia Survey)

After returning home, it is mandatory to complete the scholarship-related questionnaire. A link to the survey will be sent via e-mail after the end date indicated in your Grant Agreement.

3. Preparation of the Research Report

At the conclusion of the research mobility, it is important to prepare a comprehensive report detailing the activities carried out, the results achieved, and the impact of the mobility on your professional development.

Please note that the research report must be approved by both your academic supervisor and the head of the responsible department or institute, confirmed with their signatures.

Ensure that the report includes:

  • designated spaces for the required signatures,

  • the institutional stamp (at least one of the signatories), and

  • the printed names of the signatories clearly displayed next to or beneath the signatures.

⚠️ Don’t forget: you must also sign the report yourself.
