State-Funded training and state-Scholarship (only EU citizens are entitled )
If the Doctoral College admits the applicant to state-funded full-time training – based on the results achieved during the entrance exam, – the training is free for the student, and he/she also receives a monthly stipend. A doctoral student can receive a Hungarian state scholarship for a maximum of 48 months (only EU citizens are entitled). The amount of the scholarship is different for the training and research, as well as for the research and dissertation phase, and is determined by the National Higher Education Act in force at all times. The State-scholarship request has to be indicated during the online application. The award of the scholarship depends on the result of the entrance exam. Holders of the state scholarships are not entitled to TAJ card (social security insurance code) in Hungary.

Tuition fee (self-financed training):
The amount of self-financed student costs is determined by the University Doctoral Council with the agreement of the Doctoral Student Union.

Reduction of tuition fee
A cooperation agreement may be concluded between the student, his/her supervisor and their employers regarding the support of the payment of self-financed costs of the student participating in the self-financed PhD training. The amount of the cost can be reduced by a maximum of 80%, when 20% of the cost payable is due to the Doctoral School.
If the amount of the cost paid by the PhD student exceeds 20%, the Doctoral School provides the part above 20% for the material use of the student’s research work. Based on the cooperation agreement, the student undertakes to fulfil his/her study and examination obligations, fulfils his/her tasks, and the supervisor undertakes to direct the student’s work and ensure the availability of the amount of the current semester’s cost specified in the agreement during the training in the form of the material and research conditions necessary for the PhD training. If the student fails to comply with his/her training obligations, he/she is obliged to reimburse the amount of the subsidy provided.
The condition for reducing the tuition fee is the submission of the Trilateral Agreement when enrolling for the 1st semester. The 3 copies have to be signed with blue ballpoint pen!

Stipendium Hungaricum Scholarship
Stipendium Hungaricum (SH), the most prestigious higher education scholarship program of the Hungarian Government. The program is based on bilateral educational cooperation agreements signed between the Ministries responsible for education in the sending countries/territories and Hungary or between institutions. If a company or employer pays the tuition fee on behalf of the student, an invoice request form required to be filled out! The invoice request form can be downloaded from the ”Downloadable documents” menu on Neptun homepage of the University website. The name of the form is ”SE_INVOICE REQUEST FORM”. To prepare the invoice, the invoice request form needs to be filled out, scanned and sent to the neptun.penzugyiosztaly@semmelweis.hu email address.
