Part 10 of Act LVII of 2025 on the Amendment of Laws Related to Higher Education, Culture, Innovation, and Related Laws, and Government Decree 175/2025 (VI. 30.) provide the opportunity for PhD students to participate in cooperative doctoral training from September 1, 2025.
Cooperative doctoral training is a type of doctoral training where the doctoral student, in parallel with their doctoral student status, works at least 20 hours per week in a field related to their doctoral topic:
- in a teaching or research position at a higher education institution;
- at a healthcare provider; or
- at another organization that meets the conditions specified in the Government Decree.
Another organization can be one that:
- has a research and development qualification opinion issued within three years from the start date of the doctoral training, in accordance with Act LXXVI of 2014 on Scientific Research, Development, and Innovation, or
- has participated or is participating as an employer in the Cooperative Doctoral Program announced by the National Research, Development, and Innovation Office or in the Cooperative Doctoral Program of the University Research Scholarship Program, or
- has received research and development support from the National Research, Development, and Innovation Office within three years from the start date of the doctoral training.
Cooperative doctoral training is available to students already participating in doctoral training and to those starting their studies on September 1, 2025.
In the upcoming academic year, it is possible to join the cooperative doctoral training program if the head of the respective organizational unit/research site undertakes to supplement the scholarship amount of HUF 140,000 / 180,000 per month to HUF 250,000 per month from their own resources.
