Due to a Hungarian legal modification at he end of 2024 those PhD students who are under 30 and married and have a child/ children can have changes in their fee-paying status and are entitled to have more passive semesters.

In case of international students you have to be in one of the listed status to be entitled to these changes:

Act CCIV of 2011 – on National Higher Education Section 39
a) persons having the right of free movement and residence in accordance with specific other act,
b) * stateless persons, persons with refugee status, beneficiaries of subsidiary protection, persons enjoying temporary protection, persons authorized stay and persons with the right of permanent residence, residing in the territory of Hungary and are not covered by Paragraph a),
c) foreign nationals treated the same way as Hungarian nationals pursuant to an international agreement,
d) nationals of those countries where, on the basis of the principle of reciprocity, Hungarian nationals have access to higher education services provided by the given state,
e) persons falling under the scope of the Act on the Ethnic Hungarian Population of Neighboring Countries (hereinafter referred to as “Act on Preferential Treatment”) who are not Hungarian nationals and do not have the right of free movement and residence,
f) * third-country nationals claiming to be ethnic Hungarians who comply with the definition in the Act on the General Rules for Admission and Right of Residence of Third-Country Nationals, provided that they are not covered by the Act on Preferential Treatment and have no Hungarian citizenship.
g) third-country nationals holding a permit issued for the purposes of highly qualified employment and residence (EU Blue Card),
h) * third-country nationals holding a single permit for work and residence.
