The aim of the Pannónia Scholarship Programme for training mobility is to support the international training mobility of staff involved in educational and non-educational activities within the institution. The goal is for participants to gain experiences and learn best practices that benefit the entire institution. Educators may also apply if they plan to engage in non-teaching activities.

Application Requirements

Applications can be submitted according to the institution’s terms and are open until funding is exhausted.

Conditions:

  • Hungarian citizen (or holding a long-term residence permit or refugee status in Hungary)
  • Full-time or part-time employee of Semmelweis University
  • Mobility is supported by the employee’s direct supervisor
  • Adequate language skills for participation in the program
  • The program outlined in the application aligns with the objectives of the organizational unit and the university leadership
  • The outgoing participant is responsible for arranging accommodation abroad, organizing the outbound trip, and the return journey
  • Mobility takes place between 1 June 2024 and 31 August 2026
  • Meets the conditions set in the current Implementation Guide of the Pannónia Scholarship Programme

Mobility Destinations

Travel is not limited to Europe; almost any country in the world can be a destination, including Asia, America, or Africa. Host institutions can be, in addition to higher education institutionscompanies or enterprises in the participating countries. 

What kind of conference participation is eligible for support?

Participation in short-term conferences includes attending conferences, professional events, or academic competitions, provided that the student takes an active role and contributes to the academic content or organization of the event. This means, for example, that the student gives a presentation or leads a workshop as part of the conference.

The activity must be related to the student’s field of study, provide relevant and beneficial knowledge for their academic progress, and be eligible for recognition as part of their studies.

In the case of a multi-author abstract – if it is accepted and presented at the conference – all student co-authors are eligible to participate in the conference and may receive a grant.

Passive participation, meaning attendance as an audience member only, is not eligible for support!

After the Mobility (confirmation of completed research)

This document must also be completed and signed by the host institution. The document must be sent to us within 15 days of returning home.

Certificate of Attendance for research

This document certifies the duration of the participant’s time spent in the program, including the start and end dates. It must be completed, signed, and stamped (if applicable) by the host institution at both locations (arrival and departure). This confirms that the participant has indeed arrived and returned home. The document must be sent to us within 15 days of returning home.

Notification of the Department about the acceptance

Don’t forget to send the “Supervisor’s / Institutional Leader’s Recommendation and Acceptance Statement” to the relevant Department so they are informed about the actual acceptance. If the credit transfer is not completed, you will be required to repay the scholarship!

In case of incomplete documents

In case of incomplete documentation, the applicant may be required to repay the scholarship! If the delay is due to reasons beyond the applicant’s control, this must be reported in writing to the Mobility Office.

Travel Documents

If you have requested travel support, please send the travel documents proving the trip (ticket, boarding pass, etc.) to us within 15 days after your return.

After returning home, please prepare a report within 15 days about your studies, experiences, and impressions abroad, and send it to us. Feel free to enhance your report with photos to make it more colorful and lively. ☺️

When should the documents be submitted?

The following documents must still be completed, signed, and sent to the International Mobility Office within 15 days at the latest in order to finalize the mobility process.

When will I receive the funding?

The payment will be made to the applicant no later than 30 calendar days after the grant agreement has been signed by all three parties. Please note that delays may occur during the summer period or at the beginning of the calendar year. We kindly ask you to take this into account when scheduling the signing of the agreement.

Where is the scholarship payment transferred to for students?

The scholarship is paid in Hungarian forints (HUF) to the bank account number provided in Neptun (please make sure to also provide this in your funding agreement) under the conditions stated in the contract. We cannot transfer two scholarships to the same bank account (i.e., two students cannot receive funds to the same account).

What type of insurance is required before departure?

It is mandatory to provide accident insurance details (policy number) in the grant agreement. It is recommended to purchase an accident insurance policy that includes liability insurance as well. Liability insurance is not required for conference participation.

The purpose of accident insurance is to provide financial coverage for any expenses incurred if the student is injured during the mobility period.

Regarding health insurance, it is important to know that the European Health Insurance Card (EHIC) usually only provides coverage for basic medical care, and its possession is a minimum requirement for traveling. However, the EHIC does not cover co-payments or compulsory contributions that insured individuals must pay in the host country.
Please note: The EHIC is not valid outside of Europe.

The purpose of liability insurance is to offer financial protection in case the insured person becomes legally liable for causing harm to others—whether it’s bodily injury, property damage, or financial loss.
During the mobility, participants operate in unfamiliar environments, new institutions, laboratories, or fieldwork settings, where various risks may arise—such as accidentally damaging equipment, causing harm to others, or incurring costs due to legal disputes. A suitable liability insurance policy provides coverage in these situations, helping to avoid unexpected financial burdens.

Grant Agreement for study mobility

Before departure, students must sign a Grant Agreement with Semmelweis University. The official template will be sent after all required documents listed above have been submitted in full and properly completed, and the Learning Agreement has been signed by all relevant parties and received in scanned form by the International Mobility Office.

The Grant Agreement must first be completed electronically and sent to us for review. We will check that all sections are correctly filled out and inform you via email when you can come to our office to sign the document.

Please note: the Grant Agreement must be signed in person at our office, so plan accordingly.

Appeal

The applicant may submit a written appeal against the decision within 3 working days of receiving the notification of the decision. The appeal may be submitted via email or in person to the International Mobility Office. The appeal must include all necessary information to identify the application in question, as well as a clear description of the decision or action being contested.

Submission of missing documents

After your application has been reviewed, if any missing documents or corrections are needed, we will notify you via email about the issues. You will have one opportunity to submit the missing information or corrections within 2 business days from the date of our notification. Please send the corrected documents back to the International Mobility Office in a reply email.

If the applicant fails to provide the corrections, submits them improperly, or misses the deadline, the application will be rejected without further substantive evaluation.

Evaluation – How do I know if I have been awarded the scholarship?

If you have all the required documents prepared as described above (in the Application Process section), you may submit your application. Once we receive it, we will review the materials and provide you with feedback via email within 10-12 business days regarding the next steps.

If our reply includes the grant agreement as an attachment, it means that your application has been approved and your mobility can be carried out!

Travel grant opportunity

It is possible to request support for up to 2 travel days (except in the case of long-term mobility), which will be assessed based on the institution’s decision. Travel day support can be granted for a maximum of 1 day before the start of the activity and 1 day after the end date of the activity. The amount of travel support corresponds to the daily scholarship rate, taking into account the specific country and the applicable daily rate categories.

What requirements must the student meet?

Students of Semmelweis University are eligible to participate in the program if all of the following conditions are met simultaneously:

  • They are enrolled in a Bachelor’s, undivided (long-cycle), Master’s, or Doctoral program at Semmelweis University
  • Bachelor’s and undivided program students have completed at least one semester
  • They have an active student status
  • They will maintain active student status at the University during the applied mobility period
  • They are Hungarian citizens or reside in Hungary as refugees, asylum seekers, beneficiaries of subsidiary protection, immigrants, permanent residents, or have the right to free movement and residence under the law
  • They possess at least an intermediate level of language proficiency in English or the language of the host country

Scholarship amount and payment

The scholarship amount awarded under this application depends on the duration and type of the scholarship period, as well as the host country (see details below). The funding provided may not fully cover the actual expenses incurred.

Within the scholarship programme, the support is paid in Hungarian Forints (HUF). It is important that the student’s bank account is able to receive payments in HUF. If the provided account cannot accept HUF currency, the transfer of funds will not be possible.

What academic requirements must the chosen program meet?

Every period of study abroad must be an integral part of the student’s academic program and must contribute to the completion of their degree within any study cycle. Any mobility program (except for after graduation mobility) can only take place if the activities carried out abroad are fully or partially recognized in the student’s home institution academic progress.

What You need to know about the application (when and how)?

The application must be submitted at least 2 months before the start of the mobility, as the administrative procedures take a considerable amount of time. All documents must be signed by all parties before departure! If this is not done, the application will be rejected and the applicant will not be able to participate in the mobility. Please make sure to check exactly which documents are required; these are detailed below in the “Application Process” section.

Scanned copies of the application materials are sufficient to send to us, except for the grant agreement, which must be submitted in its original form, in two copies. We recommend that you keep the original copies of all the documents listed below, as you may be asked to provide them later.

Amount of Support

Mobility support refers to the scholarship provided to participants, which does not necessarily cover all the expenses incurred by the outgoing participants. Recipients are not required to provide an itemized account of the funds.

According to the program regulations, the duration of mobility can be a minimum of 2 days and a maximum of 60 days.

Initially, we can provide funding for the period specified below, even if the actual mobility lasts longer (e.g., 60 days). The remaining days in this case are considered non-funded days. In the application, it is possible to request funding beyond the supported days specified below. This request must be indicated in the application form and justified in detail in the motivation letter. The requests will be evaluated individually based on the justification provided and the available financial resources.

  • Within Europe: minimum 2 days, maximum 5 days (Program countries)
  • Outside Europe: minimum 2 days, maximum 12 days

In addition to the above-mentioned support days, participants can receive a maximum of 2 travel days of subsistence support, based on the institution’s decision. Subsistence support can be provided for up to 1 day before the activity starts and 1 day after the activity ends. In case of application, the scope of supporting documents will be extended to include travel documents that verify the date of travel.

Application and Contract Process

1. Exploring Mobility Options

Mobility can involve individually arranged job shadowing, practical training, or study visit directly coordinated with a partner institution, or training announced by a foreign partner institution or company. 

2. Contact the Institutional Coordinator

Contact Semmelweis University’s International Mobility Office at pannonia@semmelweis.hu with details of the mobility location and date. 

3. Pre-Submission Requirements

Before submitting the application, the applicant must send the following documents (unsigned and filled out electronically) to the International Mobility Office (pannonia@semmelweis.hu) for review:

  • Work Plan in English, agreed upon with the direct workplace supervisor and the receiving party (Staff Agreement)
  • Application Form
  • Employment Certificate / Proof of Employment
  • Motivation Letter outlining personal, institutional, and university benefits of the mobility
  • Professional CV with a photo

4. Submitting the Application

After the review, the following application documents must be sent by email to the institutional coordinator::

  • Work Plan signed and stamped by the workplace supervisor, the outgoing participant, and the receiving party (STAFF AGREEMENT)

  • Application Form signed by the workplace supervisor and the outgoing participant

IMPORTANT!
Applications can only be considered valid if the application form is complete and the work plan is approved by the receiving party.

5. Evaluation of the Application

The evaluation will take place 5 working days after the complete submission of the application materials via email.

6. Contract Signing

After evaluation, the outgoing participant receives the Grant Agreement from the International Mobility Office, which they fill out and return for review.

Once the Grant Agreement is approved, the following original documents must be submitted to the International Mobility Office:

  • Original Employment Certificate
  • Completed Application Form signed by all parties
  • Staff Agreement with original signatures from the outgoing participant and the workplace supervisor
  • Signed Grant Agreement in 2 copies

7. Grant Disbursement

Grant transfer takes 3-4 weeks after the agreement is signed by all parties. The amount is transferred in Hungarian forints. In case of non-implementation, the grant must be refunded in Hungarian forints to the university bank account provided by the institutional coordinator.


Completion of Mobility

1. Certificate

The completed, signed, and stamped Certificate of Attendance must be submitted to the International Mobility Office.

2. Reporting Obligation
  • An email with a link to the survey for program evaluation will be sent. The survey must be completed within 30 days of receipt.
  • Within 30 days following the completion of the mobility, a signed, written, and photo-accompanied individual report on the completed mobility must be sent to pannonia@semmelweis.hu as an email attachment. The report must include the impact of mobility on the individual, the department, and the institution, as well as the method of sharing the acquired knowledge within the institution.
