General Information

 

IMPORTANT! In the case of short-term student study mobility at a university, an existing contractual agreement must be in place between the sending and the host institution.

If we do not have an agreement with the selected institution, it is not possible to carry out the mobility at that institution.

What requirements must be met for long-term study mobility?

  • They are enrolled at Semmelweis University in a Bachelor’s, long-cycle (undivided), Master’s, or doctoral
  • They have completed at least one semester.
  • They have active student status.
  • They will have active student status at the University during the period applied for.
  • They are Hungarian citizens, or they reside in Hungary as a refugee, asylum seeker, beneficiary of subsidiary protection, immigrant, or settled person, or they have the right of free movement and residence under the law.
  • They have at least an intermediate (B2-level) language certificate in English and/or in the official language of the host country.
  • They must achieve at least 80 points during the application process.
  • They have a cumulative weighted GPA of at least 3.5.
  • They must complete and have at least 10 credits recognised at Semmelweis University.

What academic requirements must be met?

  • The period spent abroad must always be worth academic credit.
  • It must be an integral part of the student’s study programme.
  • The time spent abroad must not delay graduation.

How long can a student spend on mobility?

  • Bachelor’s programme (entire study cycle): maximum 12 months
  • Long-cycle (undivided) programme (entire study cycle): maximum 12 months
  • Long-cycle (undivided) + Doctoral programmes in parallel (entire study cycle): maximum 24 months
  • Doctoral programme only (entire study cycle): maximum 12 months

Who organises the mobility?

Organising the mobility in full is the student’s responsibility.

The Mobility Office supports the administrative procedures related to the scholarship: it manages nominations, the required documents, and ensures the payment of the grant amount.

How are applications checked and evaluated?

After the application period closes, we review the submitted applications, compile the scores, and then create a ranking based on the results. The ranking determines who may choose a host university first at the Placement Meeting.

In the event of a tie, the students concerned may decide the order of selection by mutual agreement. If no agreement is reached, the decision will be made based on the cumulative weighted grade point average.

Placement Meeting – what is it?

An online meeting where students whose applications have been approved select the university they would like to attend. We try to schedule the meeting at a time that works for everyone, and we will send written information about it.

Interruption of mobility – what does it mean and what happens in such cases?

An interruption of mobility occurs when, during the period specified in the contract, the participant does not spend their time carrying out the activity for which they have received funding.

Interrupting a mobility period is not prohibited, but we can provide funding only for the period during which you are actually engaged in the activity stated in your contract.

The applicant is required to report every interruption to us in the Learning/Mobility Agreement and also in a separate comment on the My Semmelweis platform.

Important!
If you do not report the interruption and it is discovered later, we may request repayment of up to the full amount of the grant, referring to Section 9 (ETHICS AND VALUES) of the contract.

Contract extension

Subject to the availability of funds, the student may request an extension of the mobility period. The intention to extend must be submitted in writing to the International Mobility Office and the faculty coordinator at least 30 working days before the contract expires.

The assessment of the extension request and the conclusion of the amended contract follow the procedure applicable to the original application. The extended mobility period must be completed no later than 31 August 2027.

 

Where is the scholarship paid to for students?

The scholarship is always transferred in Hungarian forints (HUF) to the bank account number recorded in the Neptun system (please also indicate this same account number in your grant agreement). We cannot transfer two scholarships to the same bank account (i.e., two students cannot receive the scholarship to the same account).

What insurance must be arranged before departure?

  • In the contract, it is mandatory in all cases to provide travel insurance.
  • You must take out travel insurance that includes accident insurance and liability insurance.
  • Liability insurance is necessary because, during work-related activities, you may come into contact with medical instruments and high-value equipment.
  • Liability insurance is not required in two cases:
    • if you are travelling solely for study purposes (for students), and
    • in the case of conference participation (for both students and staff).
  • The European Health Insurance Card (EHIC) is not sufficient and will not be accepted.
  • The University’s Colonnade travel insurance cannot be used for trips carried out under the Pannónia Scholarship Programme. Colonnade insurance covers only official business trips undertaken in the interest of and on behalf of the University, therefore it is not applicable to scholarship mobility periods.

What should you do after submitting your application?

Once all documents have been uploaded, click the “Submit application” button at the bottom of the form.

After the application deadline, please regularly check notifications sent from the My Semmelweis platform to your official university email address, as all communication takes place through that platform.

Please keep copies of all documents as well, because we may request them at any time for up to five years retrospectively.

What documents must be attached to the application for long-term study mobility?

I. Proof of intermediate-level language exam (B2) – PDF format

Upload the documents certifying at least an intermediate-level language exam(s) in PDF format, clearly named, as relevant for the selected host university.


II. Proof of GPA – PDF format

Upload a document in PDF format certifying a minimum weighted GPA of 3.5.


III. Certificate of student status – signed and stamped, PDF format

Upload the signed and stamped certificate of student status in PDF format. You can request this from your Faculty’s Student Affairs Office.


IV. Professional CV with photo – PDF format

Upload your professional CV with photo in PDF format.


V. Documents for additional points – PDF format

Upload all documents (clearly named) that qualify for additional points. You can also find the relevant table in the application form.

How should students submit their application?

The application can be submitted on the My Semmelweis platform under the Pannónia Scholarship Programme menu item.

After selecting the appropriate application type, please complete the fields as required and upload the necessary documents. At the beginning of the form, please leave the “Submission status” option set to “Application submitted.”

During the application procedure, all communication will take place on the My Semmelweis platform within the relevant form (e.g., requests for missing documents, status change notifications, etc.).

 

Important:

  • The application must always be submitted by the applicant (using their own account/email), so they receive notifications and can respond to questions from our administrators via the My Semmelweis platform.
  • If you apply for more than one mobility period, you must complete a separate application form for each mobility.

 

Checking and evaluation of applications, submission of missing documents/corrections

Review and evaluation – long-term study mobility – How do I know if my application has been awarded?

After the application period ends, the Mobility Office will review each applicant’s documents and compile the scores, no later than within 30 days after the application deadline.

After that, we will establish a ranking based on the points and notify all applicants via the My Semmelweis platform and, if necessary, also by email (sent to the student’s official university email address, stud.semmelweis.hu) regarding the date of the Placement Meeting.

Submission of missing documents (corrections)

Missing documents/corrections may be requested once. You must provide the required documents or corrections within 5 days of our feedback. If the applicant does not correct the issue, corrects it improperly, or submits it after the deadline, the application will be rejected without further substantive review.

 

Assessment of applications, submission of missing documents, appeals

Appeal

The applicant may submit a written objection against the decision within 3 days of receiving the notification of the application decision. The objection may be submitted by email to the International Mobility Office. The objection must include the information necessary to identify the application concerned, as well as the measure being contested.

The International Mobility Office must respond to the appeal within 5 working days.

If the applicant ultimately does not take part in the awarded mobility

If a successful applicant ultimately does not wish to participate in the programme, they must notify the International Mobility Office in writing without delay. In this case, the application decision regarding that student becomes void.

 

Steps to take after a successful application (after Placement Meeting – Step 2)

What additional documents must be submitted after a successful application for long-term study mobility?

I. LEARNING AGREEMENT – DRAFT IN WORD FORMAT

  • Download the Learning Agreement template. Only the form created specifically for the Pannónia Programme will be accepted.
  • Read the Learning Agreement completion guide.
  • Coordinate the content of the Agreement both at Semmelweis University and with the host institution.
  • Upload the Learning Agreement—completed according to the guide but not yet signed—in Word format to the My Semmelweis application form. The document may be signed only after you receive feedback about this via the My Semmelweis platform.

Important! Under the signatories, in the section “Responsible Person at the Sending Institution”, the Dean of the relevant Faculty must sign in every case.


II. SUPERVISORs/institutional leadres ACCEPTANCE letter – SIGNED, PDF FORMAT

This statement is completed by Semmelweis University, not by the host institution. If you will take multiple courses abroad, this statement must be signed for each course.

If you do not have a specific head of department/supervisor, the Dean must sign the acceptance statement.

Important! The signed and stamped document must also be sent to the relevant Department, so they are informed about the acceptance.


III. LETTER OF ACCEPTANCE (LOA) SIGNED AND STAMPED BY THE HOST INSTITUTION – PDF FORMAT

  • Download the Letter of Acceptance document.
  • Complete it and send it to the host institution for signature.
  • Upload the signed and stamped Letter of Acceptance to the form in PDF format.

As a rule, the University’s Pannónia-specific document should be used.


IV. DECLARATION OF ACTIVE STUDENT STATUS – SIGNED, PDF FORMAT

Signing the grant agreement

Step 1: Our office sends the agreement to the applicant in Word format for completion (once all the required documents listed above have been submitted in full and are signed). The applicant only needs to complete the yellow sections.
Step 2: After completing it, the applicant sends it back to us in Word format so that we can complete the remaining parts (we will fill in the green sections).
Step 3: Once the agreement has been finalised, we will inform the applicant when they can come to our office to sign it in person. The agreement is printed in two copies.

Important!
The grant agreement can be signed only in person at our office. We do not accept authorisations/proxy signatures or any other alternatives. Please take this into account and plan accordingly before your departure, as you must come to our office to sign the agreement. The agreement must be signed with a blue pen; we cannot accept any other colour.

When will I receive the grant?

Once all the required documents have been submitted in full and have been signed by everyone, we will make the payment no later than within 30 calendar days after the date on which the grant agreement has been signed by all three parties.

Important! At the beginning of the year, during the summer period, and at the end of the year, obtaining the University’s signatures may take longer. Please take this into account when submitting your application.

 

During the mobility period – if there are changes to the studies

What should you do if changes occur during your stay abroad?

If any change occurs in your enrolled courses (e.g., a course is deleted, you add an additional course, make changes, or extend the duration of your mobility), you must inform the relevant Department, the faculty coordinator, and the Mobility Office by email.

Steps for making changes:

  • Download and complete the During the Mobility document according to the changes.
  • Send the changes to the relevant Department (at Semmelweis University) for approval.
  • Once approval has been received, email the Mobility Office the completed During the Mobility draft in Word format. The document may be signed only after you have received confirmation/feedback about this.
  • If our office approves the completion, the signing process can begin:
    • First signer: Head of the Mobility Office
    • Second signer: Dean of the relevant Faculty
    • Third signer: Host institution
    • Fourth signer: Applicant

 

Closing the mobility period

Certificate of Attendance

This is the Certificate of Attendance.

  • The dates must match the dates stated in the contract.
  • It must be completed by the host institution (upon arrival and upon departure).
  • Submission deadline: within 15 days after your return.

In the case of a conference:
It is not mandatory to complete this; we also accept the document issued to you by the conference organisers.

Important! If the dates shown on the certificate differ from those recorded in the grant agreement, you will be required to repay the scholarship.

Transcript of Records (confirmation of completed courses)

This document certifies the credits earned.

  • It can be issued by the host institution. If the host institution cannot issue such a document, the After the Mobility (ATM) form must be completed instead.
  • Submission deadline: within 15 days of your return.
  • This document is required only for study mobility, i.e., if you travelled abroad specifically to study. In the case of a conference, you do not need to submit it to us.

Preparing the student report

  • The report must be written according to our guidelines.
  • Submission deadline: within 15 days after your return home.
  • You may include photos, but not at the expense of the text.
  • It must be signed by your supervisor/manager at Semmelweis University. If you do not have a specific supervisor/manager, it must be signed by the Dean or Vice-Dean.
  • Please submit it in PDF format.

In the case of incomplete documents

If the documentation is incomplete, the applicant will be required to repay the grant.

If the delay occurs due to reasons beyond the applicant’s control, this must be reported in writing to the Mobility Office.
