Student mobility for research

Please note that the Internal Regulations of the Pannónia Scholarship Programme were amended with effect from 24 September 2026. As part of these changes, new provisions have entered into force, while several existing rules have also been clarified. All amended provisions apply retroactively to applicants who have previously participated in the Pannónia Scholarship Programme.
Before participating in the programme or submitting an application, please make sure to review the current Internal Regulations in all cases.

The Pannónia Scholarship is anopportunityand a form of financial support that may beawarded through a competitive application process; it is not granted automatically. Scholarships areawarded in all cases following an evaluation procedure, and applicants are kindly asked to take this into account when submitting their application.
General Information
During the period of their affiliation with the University, members of the University community may participate in Pannónia mobility a maximum of three times per type of affiliation (i.e. as a student or as a staff member). This provision applies retroactively to applicants who have previously participated in the Pannónia Scholarship Programme. Accordingly, applicants who have already participated in mobility under the programme on at least three occasions are not eligible for any further mobility. An interruption of mobility occurs when, during the mobility period specified in the grant agreement, the participant is not engaged in the activity for which the grant was awarded. Interruptions are permitted; however, financial support can only be provided for the period during which the participant is actually carrying out the activity specified in the grant agreement. Applicants are required to report every interruption both in the Learning/Mobility Agreement and separately in a comment on the My Semmelweis platform. If an interruption is not reported and is only identified at a later stage, the applicant may be required to repay part or, where applicable, the full amount of the grant, with reference to the provisions on “Ethics and Values” set out in Section 9 of the grant agreement. Example: travelling home for the holidays or for examinations, or any other temporary interruption of the mobility period. Subsistence support for travel days are not granted automatically. This support can be requested for a total of 2 days (maximum 1 day for outbound travel and maximum 1 day for return travel), except in the case of long-term mobility. Please note that, in the case of staff mobility, subsistence support for travel days may only be requested when participating in a conference. Even in this case, support may only be claimed for the outbound travel day, not for the return journey. Example Transfers and time zone differences: Transfers and time zone differences do not change the number of eligible travel days, so travel should be planned accordingly. Therefore, if the applicant travels abroad more than 2 days before the mobility starts, or returns home more than 2 days after the mobility ends, they are not eligible for travel support. The scholarship is paid in Hungarian forints (HUF) in all cases and is transferred to the bank account registered in the Neptun system. Important! Subsistence support for travel days (not granted automatically)
If you request it in your application, it may be approved in advance; however, it will only be considered final (this is determined during the verification of the closing documents after you return home) if your travel complied with the rules below and you can prove it with a ticket and/or boarding pass that shows both the departure date and the return date. If the outbound and return travel dates match the dates specified in the contract, you have to repay the travel support.
The dates of outbound and return travel must not coincide with the actual mobility dates recorded in the contract (see example below). We provide support for travel days only if the outbound journey starts no more than 2 days before the start of the mobility, and the return journey ends no more than 2 days after the end of the mobility. Please also keep in mind the number of days that can be funded under our internal regulations. If the trip is longer than the eligible funding period, we can provide funding for one travel day only. This can be used either for the outbound journey or for the return journey, in line with the applicable rules, but not for both.

Application process
The documents required for the application must be submitted in full, duly completed, and in the appropriate format. Applications with incomplete or incorrectly completed documentation will be automatically rejected.
Please also note that signed copies of all listed documents must be available prior to departure.
First application round: 1 November 2026 – 20 December 2026 (Applications can only be submitted during this period. Applications submitted outside this period will not be accepted.)
Mobility period: 1 February 2027 – 30 April 2027 – The mobility must take place within this period.
Second application round: 1 February 2027 – 31 March 2027 (Applications can only be submitted during this period. Applications submitted outside this period will not be accepted.)
Mobility period: 1 May 2027 – 31 August 2027 – The mobility must take place within this period.
The third application round will only be announced if sufficient funding is available. Therefore, the third application round is not guaranteed to take place. Please check our website for the latest information on available application opportunities.
Third application round: 1 May 2027 – 30 June 2027 (Applications can only be submitted during this period. Applications submitted outside this period will not be accepted.)
Mobility period: 1 September 2027 – 31 January 2028 – The mobility must take place within this period. For this application round, please note that participants must return home no later than 31 January 2028.
Application Process for Student Research Mobility
I. Learning Agreement – draft in Word format
- Read the Guidelines for Completing the Learning Agreement
- First, discuss and agree on the content of the Agreement both with the relevant parties at Semmelweis University and with the host institution. Once the content has been finalized, attach the document to your application in Word format. The document must not be signed before it has been reviewed and approved by the Mobility Office. The signing process may only begin once you have received confirmation from us via the MySemmelweis platform.

Important!
Under Responsible Person at the Sending Institution, the Dean of the relevant Faculty must always be indicated. The Dean’s signature will be arranged by our Office; the student is not responsible for obtaining it.
II. Supervisor/Head’s Acceptance Statement in PDF format
- Complete the document and have it signed. Once signed, attach it to your application in PDF format.

The statement must be completed by Semmelweis University, not by the host institution. If the period spent abroad will be credited towards more than one course at Semmelweis University, this statement must be signed for each relevant course by the appropriate person at Semmelweis University. If you do not have a specific supervisor or head, the statement must be signed by the Dean.

The signed and stamped document must also be sent to the relevant Department so that they are informed of and acknowledge the acceptance
III. Letter of Acceptance (LOA) signed by the host institution, in PDF format
- Complete the document and send it to the host institution for signature.
- Once it has been signed, attach it to your application in PDF format.

IV. Signed and stamped Certificate of Active Student Status in PDF format
You can request this certificate from the Academic Affairs Office of your Faculty. The certificate must not be older than 3 months.
Please note that the end date indicated on the Certificate of Student Status issued by the Academic Affairs Office is an estimated date, which is also stated as such on the document. In most cases, the Office can certify the student status until the expected end of the given academic year; however, this may vary depending on the Faculty and the individual student. The actual date on which student status ends is determined by the date of completion of studies. For this reason, the application documentation also includes a Declaration on Active Student Status, in which the applicant confirms that they will maintain active student status throughout the entire mobility period.

- Complete and sign the declaration, then attach it to your application in PDF format.

By signing this declaration, you confirm that you will maintain active student status at Semmelweis University throughout the entire period spent abroad. If the information provided is false, the scholarship will not be paid. If the scholarship has already been paid and it is subsequently established that the declaration was false, the full amount of the scholarship must be repaid.

Assessment of applications, submission of missing documents, appeals
If the application status in My Semmelweis changes to “In progress (application approved, mobility may proceed)”, this means that the applicant’s mobility has been approved and can go ahead. Missing documents/corrections may be requested once. You must provide the required documents or corrections within 3 business days of our feedback. If the applicant does not correct the issue, corrects it improperly, or submits it after the deadline, the application will be rejected without further substantive review. The applicant may submit a written objection against the decision within 3 days of receiving the notification of the application decision. The objection may be submitted by email to the International Mobility Office. The objection must include the information necessary to identify the application concerned, as well as the measure being contested. The International Mobility Office must respond to the appeal within 5 working days. If a successful applicant ultimately does not wish to participate in the programme, they must notify the International Mobility Office in writing without delay. In this case, the application decision regarding that student becomes void.

Steps to take after a successful application
Steps: Important! If the applicant is unable to sign the contract in person, they must prepare a power of attorney and submit the original copy to us, as it must be attached to the contract. This is in accordance with Act CXXX of 2016 on the Code of Civil Procedure. When signing by power of attorney, please pay particular attention to the following legal and formal requirements: Once all the required documents have been submitted in full and have been signed by everyone, we will make the payment no later than within 30 calendar days after the date on which the grant agreement has been signed by all three parties. Important! At the beginning of the year, during the summer period, and at the end of the year, obtaining the University’s signatures may take longer. Please take this into account when submitting your application.

This document certifies that you have completed the professional internship/placement or the research activity. It may be issued by the host institution as well. If the host institution cannot issue such a document, then the After the Mobility (ATM) form must be completed instead. Submission deadline: ithin 15 days of the end date stated in the agreement. Download the After the Mobility (ATM) form Important! If the dates shown on the certificate differ from those recorded in the grant agreement, you will be required to repay the scholarship. This is the Certificate of Attendance. Download the Certificate of Attendance document In the case of a conference: Important! If the dates shown on the certificate differ from those recorded in the grant agreement, you will be required to repay the scholarship. You only need to submit these if you requested support for one or more travel days. Download the Criminal Law Declaration form. If the documentation is incomplete, the applicant will be required to repay the grant. If the delay occurs due to reasons beyond the applicant’s control, this must be reported in writing to the Mobility Office. The Mobility Department shall be entitled to conduct a comprehensive review of mobility activities implemented under the Pannónia Scholarship Programme for a period of five years following the acceptance of the final mobility documentation, including, in particular, the application documentation, financial settlement, and the lawfulness of the determination, use and, where applicable, correction of the grant. If any deficiency, irregularity or administrative error is identified during such review, the applicant shall be required to comply with the measures prescribed by the Mobility Department, including any repayment or other financial obligations, even where the applicant is not responsible for the occurrence of the deficiency, irregularity or administrative error.
