Revised Statutes of the Doctoral Students’ Union of Semmelweis University Enter into Force

The revised Statutes of the Doctoral Students’ Union of Semmelweis University entered into force on 26 September 2026. The comprehensive amendment aims to further develop the operation of the Doctoral Students’ Union, strengthen transparency and accountability, and provide clearer and more consistent rules for its organisational, decision-making and oversight processes.

Establishment of the Supervisory Committee

One of the most significant changes is the establishment of the Supervisory Committee of the Doctoral Students’ Union. The new body is responsible for overseeing the compliant operation of the organisation. The revised Statutes set out detailed rules concerning the election, responsibilities and operation of the members of the Supervisory Committee.

More detailed conflict-of-interest rules

The revised Statutes introduce more detailed provisions on conflicts of interest. They define the situations in which a decision-maker may not participate in a decision due to a personal or other interest and set out how such situations must be handled. These provisions aim to further strengthen transparency and impartiality in decision-making.

A clearer leadership structure

The amendment defines more precisely the respective roles, responsibilities and substitution arrangements of the Deputy President and the Vice-Presidents. The number of Deputy Presidents has been reduced to one, while the maximum number of Vice-Presidents has been set at three. These changes are intended to clarify responsibilities within the leadership structure and streamline organisational operations.

Clearer rules for the Acting President

The revised Statutes also define more precisely who assumes presidential duties and in what order if the office of President becomes vacant. In addition, the responsibilities and powers of the Acting President are set out in greater detail, helping to ensure continuity in the operation of the Doctoral Students’ Union.

More detailed rules on elections and membership

New provisions regulate the procedure to be followed in the event of an unsuccessful election and also establish rules governing the exclusion of members of the Assembly. These changes provide clearer procedural frameworks for handling election-related and membership-related matters.

Clarification of the composition of the Assembly

The amendment also clarifies the composition of the Assembly of the Doctoral Students’ Union. Under the revised rules, the Assembly may consist of up to 17 elected members and up to two ex officio delegated members.

Overall, the amendments are intended to ensure that the Doctoral Students’ Union operates within clearer frameworks of responsibility and oversight, in a more transparent, accountable and predictable manner. The revised rules also contribute to a more consistent organisational and decision-making structure, thereby strengthening the representation of doctoral students at Semmelweis University.
