{"id":24999,"date":"2021-03-22T09:34:01","date_gmt":"2021-03-22T08:34:01","guid":{"rendered":"https:\/\/semmelweis.hu\/english\/?p=24999"},"modified":"2021-03-22T09:44:07","modified_gmt":"2021-03-22T08:44:07","slug":"health-service-legal-relationship-second-jobs-can-be-reported-online","status":"publish","type":"post","link":"https:\/\/semmelweis.hu\/english\/2021\/03\/health-service-legal-relationship-second-jobs-can-be-reported-online\/","title":{"rendered":"Health service legal relationship: second jobs can be reported online"},"content":{"rendered":"<p style=\"text-align: justify\"><strong><span lang=\"en-US\">The <\/span><span lang=\"en-US\">concerned<\/span><span lang=\"en-US\"> staff <\/span><span lang=\"en-US\">members<\/span><span lang=\"en-US\"> of the university employed in the health service can submit applications for second jobs through an electronic interface available on the website of the Directorate-General <\/span><span lang=\"en-US\">of<\/span><span lang=\"en-US\"> Human Resource<\/span><span lang=\"en-US\">s<\/span><span lang=\"en-US\">. <\/span><span lang=\"en-US\">In the case of the university, the authorization falls under the <\/span><span lang=\"en-US\">authority<\/span><span lang=\"en-US\"> of the President of the Clinical Center, who will also evaluate the electronically submitted document<\/span><span lang=\"en-US\">s<\/span><span lang=\"en-US\"> within 8 days.<\/span> <\/strong><\/p>\n<figure id=\"attachment_24997\" aria-describedby=\"caption-attachment-24997\" style=\"width: 400px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-24997\" src=\"https:\/\/semmelweis.hu\/english\/files\/2021\/03\/RS6163_20120612-IMG_8722-scr-400x267-1.jpeg\" alt=\"\" width=\"400\" height=\"267\" \/><figcaption id=\"caption-attachment-24997\" class=\"wp-caption-text\">Photo (illustration): Attila Kov\u00e1cs, Semmelweis University<\/figcaption><\/figure>\n<p style=\"text-align: justify\"><span lang=\"en-US\">As of <\/span><span lang=\"en-US\">1 <\/span><span lang=\"en-US\">March, 2021, 97% of the approximately 5,800 affected employees <\/span><span lang=\"en-US\">of<\/span><span lang=\"en-US\"> the university had signed a contract related to a change in health status, and the dropout rate is in line with the otherwise normal rate of fluctuation. About 50% of those who did not sign the contract either worked part-time or were permanently away from <\/span><span lang=\"en-US\">the <\/span><span lang=\"en-US\">university. <\/span><\/p>\n<p style=\"text-align: justify\"><span lang=\"en-US\">Under the relevant legislation, a person in a medical service relationship may only establish a second job, <\/span><span lang=\"en-US\">i.e.<\/span><span lang=\"en-US\"> a legal relationship for further work, with prior permission. In connection <\/span><span lang=\"en-US\">with this<\/span><span lang=\"en-US\">, different management rules apply to Semmelweis University, as according to <\/span><span lang=\"en-US\">the <\/span><span lang=\"en-US\">Government Decree 525\/2020 (XI. 25.), the institution does not perform <\/span><span lang=\"en-US\">so-called <\/span><span lang=\"en-US\">county management duties.<\/span><\/p>\n<div class=\"fontos_div\">\n<p style=\"text-align: justify\"><span lang=\"en-US\">Consequently, in connection with the new legal relationship, the authorization of secondary positions in the case of the university is the responsibility of the president of the Clinical Center. Second jobs already existing before 1 March, 2021 must be authorized by 29 April, while second jobs created after 1 March must be authorized before the start of the activity.
