{"id":24856,"date":"2021-03-12T16:03:36","date_gmt":"2021-03-12T15:03:36","guid":{"rendered":"https:\/\/semmelweis.hu\/english\/?p=24856"},"modified":"2022-10-19T10:45:47","modified_gmt":"2022-10-19T08:45:47","slug":"the-years-spent-in-doctoral-training-are-also-included-in-the-health-service-legal-relationship","status":"publish","type":"post","link":"https:\/\/semmelweis.hu\/english\/2021\/03\/the-years-spent-in-doctoral-training-are-also-included-in-the-health-service-legal-relationship\/","title":{"rendered":"The years spent in doctoral training are also included in the health service legal relationship"},"content":{"rendered":"<p style=\"text-align: justify\"><strong><span lang=\"en-US\">According to a government <\/span><span lang=\"en-US\">regulation<\/span><span lang=\"en-US\"> of 19 February related to the health service legal relationship, the years spent in PhD training are also taken into account in determining the salary classification re<\/span><span lang=\"en-US\">garding<\/span><span lang=\"en-US\"> the new legal relationship. <\/span><span lang=\"en-US\">Semmelweis University considers the amendment important as it does not disadvantage <\/span><span lang=\"en-US\">those who participate in the doctoral training. <\/span><span lang=\"en-US\">It is the strategic interest of the university to maintain and further increase the popularity of PhD training, which is why a working group has been set up to create a regulatory environment that supports this.<\/span> <\/strong><\/p>\n<p style=\"text-align: justify\"><span lang=\"en-US\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-24855 alignleft\" src=\"https:\/\/semmelweis.hu\/english\/files\/2021\/03\/RS27351_20120109-IMG_5743-scr-1-400x267-1.jpeg\" alt=\"\" width=\"400\" height=\"267\" srcset=\"https:\/\/semmelweis.hu\/english\/files\/2021\/03\/RS27351_20120109-IMG_5743-scr-1-400x267-1.jpeg 400w, https:\/\/semmelweis.hu\/english\/files\/2021\/03\/RS27351_20120109-IMG_5743-scr-1-400x267-1-203x135.jpeg 203w\" sizes=\"auto, (max-width: 400px) 100vw, 400px\" \/>From 1 March 2021, <\/span><span lang=\"en-US\">physicians<\/span><span lang=\"en-US\">, dentists, pharmacists and other university graduates <\/span><span lang=\"en-US\">working <\/span><span lang=\"en-US\">in the medical service will be classified on the basis of their <\/span><span lang=\"en-US\">length of service<\/span><span lang=\"en-US\"> in the medical service, <\/span><span lang=\"en-US\">and they always move up one <\/span><span lang=\"en-US\">salary grade starting<\/span><span lang=\"en-US\"> from the first day of the month following the end of the waiting period <\/span><span lang=\"en-US\">(a specified period of time during which the employee spends time commensurate with his or her <\/span><span lang=\"en-US\">salary classification<\/span><span lang=\"en-US\">). <\/span><span lang=\"en-US\">Therefore, <\/span><span lang=\"en-US\">it has an especial importance of <\/span><span lang=\"en-US\">what <\/span><span lang=\"en-US\">exactly may be calculated i<\/span><span lang=\"en-US\">n the time spent in this legal relationship. This is <\/span><span lang=\"en-US\">determined<\/span><span lang=\"en-US\"> by <\/span><span lang=\"en-US\">the government regulation of <\/span><span lang=\"en-US\">Act C of 2020 on the Legal Service Relationship (Eszjtv.) <\/span><span lang=\"en-US\">a<\/span><span lang=\"en-US\">nd Act 528\/2020 detailing its implementation (XI. 28.).<\/span><\/p>\n<p style=\"text-align: justify\"><strong><span lang=\"en-US\">Government <\/span><span lang=\"en-US\">regulation <\/span><span lang=\"en-US\">on the inclusion of a PhD <\/span><span lang=\"en-US\">degree <\/span><span lang=\"en-US\">in a legal relationship<\/span> <\/strong><\/p>\n<p style=\"text-align: justify\"><span lang=\"en-US\">The government regulation of<\/span><span lang=\"en-US\"> 69\/2021. (II. 19.) promulgated on 19 February 2021 <\/span><span lang=\"en-US\">extends the scope specified in the above legislation<\/span> <span lang=\"en-US\">with PhD training,<\/span><span lang=\"en-US\"> which is thus also included in the years spent in the medical service. As the draft employment contracts were <\/span><span lang=\"en-US\">prepared <\/span><span lang=\"en-US\">by Semmelweis University before the <\/span><span lang=\"en-US\">promulgated regulation<\/span><span lang=\"en-US\"> of 19 February, and <\/span><span lang=\"en-US\">were <\/span><span lang=\"en-US\">uploaded to the electronic repository <\/span><span lang=\"en-US\">of staff members<\/span><span lang=\"en-US\"> in accordance with the regulations, <\/span><span lang=\"en-US\">therefore<\/span> <span lang=\"en-US\">in these contracts, t<\/span><span lang=\"en-US\">he years spent in doctoral training are<\/span><span lang=\"en-US\"> not yet included. At the same time, the Directorate-General for Human Resources will review, in accordance with the new rules, the need to change the salary classification for all concerned.<\/span><\/p>\n<div class=\"fontos_div\">\n<p style=\"text-align: justify\"><span lang=\"en-US\">This is done automatically for graduates of the School of PhD Studies at Semmelweis University, based on a certificate written by the School of PhD Studies, while those who have obtained a degree elsewhere are requested to present a certificate by 19 March 2021 as described in the relevant circular.<\/span><\/p>\n<\/div>\n<p style=\"text-align: justify\"><span lang=\"en-US\">According to the law, the employer unilaterally amends the health service employment contract with regard to classification in a higher grade.<\/span><\/p>\n<div style=\"text-align: justify\">\u201c<span lang=\"en-US\">Semmelweis University considers it important that doctoral training is also included in the length of service on which the salary is based, as in the absence of this, the number of those who choose to obtain a PhD degree with a degree in medicine, dentistry or pharmacy would be expected to decrease\u201d, pointed out Dr. Zolt\u00e1n Beny\u00f3, President of the Doctoral Council.<\/span><\/div>\n<div>\u00a0<\/div>\n<p style=\"text-align: justify\"><strong><span lang=\"en-US\">Regulatory proposals to increase the popularity of <\/span><span lang=\"en-US\">the <\/span><span lang=\"en-US\">training<\/span><\/strong><\/p>\n<p style=\"text-align: justify\"><span lang=\"en-US\">The university is also working to increase the popularity of doctoral training with proposals to amend regulations, for which purpose a special working group has been set up under the coordination of the Vice-Rector for Science and Innovation. It would help to make the training more attractive if, while maintaining the benefits of the student status, the PhD training period would be included in the duration of the domestic work undertaken. The university supports doctoral training in parallel with professional training for those who can undertake to meet the compulsory requirements in both. Efforts include modifying the degree to which a PhD degree alone (even without a specialist examination) may be sufficient for the appointment of a teaching assistant at Semmelweis University departments.<\/span><\/p>\n<p style=\"text-align: justify\"><span lang=\"en-US\">The strategic interest of Semmelweis University is the continuous improvement of the quantitative and qualitative indicators of doctoral training, which has a decisive influence on the scientific performance of the institution, as well as on its access to R &amp; D &amp; I resources and its place in international rankings.
